Livestock Ministry Moves to Deepen Accountability with Performance Management Reform

The Federal Ministry of Livestock Development has reaffirmed its determination to fully embed the Performance Management System as a cornerstone of institutional reform, accountability and improved service delivery. The move aligns with the Federal Civil Service Strategy and Implementation Plan 2021–2025, which seeks to reposition public institutions around measurable results rather than routine processes.


Speaking at a two-day Ministerial Performance Retreat for Directors and heads of agencies in Abuja, the Permanent Secretary, Dr Chinyere Ijeoma Akujobi, described the gathering as a shift from planning to execution. She noted that the signing of performance contracts marks the beginning of a new phase where agreed targets and responsibilities must be taken seriously and delivered without excuses.

Dr Akujobi assured participants that the ministry would put the right systems and institutional support in place to help them succeed, while stressing that strong performance is driven by clarity of processes and commitment, not just the availability of funds. According to her, the new system is designed to encourage ownership, discipline and consistency across all departments and agencies.

She explained that the Performance Management System, now embedded in the revised Public Service Rules, has replaced the long-standing Annual Performance Evaluation Report. Going forward, it will serve as the basis for promotions, rewards, capacity development and sanctions, making performance outcomes central to career progression in the public service.

Earlier, the Director of Planning, Research and Statistics, Stephen Ohaeri, described the system as a transparent and objective framework that rewards excellence and fairness. He said it moves performance assessment away from routine activity reporting to a results-oriented model built around clear targets, measurable outcomes and continuous improvement.

A representative of the Office of the Head of the Civil Service of the Federation, Abiodun Ajayi, reinforced the need for reform, noting that the old evaluation system had been in place for more than 40 years. He argued that achieving better outcomes in the civil service requires abandoning outdated practices and embracing a performance-driven culture capable of delivering government policies effectively.
