The assessment examined how well states translated project resources into measurable results, using globally recognised benchmarks to evaluate coordination, financial discipline, compliance with safeguards and the effectiveness of reporting systems. Kwara’s strong showing reflects a consistent record of meeting project timelines, managing funds responsibly and delivering tangible benefits across the livestock value chain.
Reacting to the outcome, the Commissioner for Livestock Development, Oloruntoyosi Thomas, said the recognition mirrors the development-focused leadership of Governor AbdulRahman AbdulRazaq. She noted that sustained political support, policy stability and the timely release of counterpart funding created the conditions needed for efficient project execution and accountability.
Thomas added that the ranking validates the state’s commitment to transparency and results-driven governance, stressing that the reforms underway are designed to deliver lasting impact for livestock farmers and related businesses. According to her, the systems put in place ensure that interventions reach intended beneficiaries while strengthening confidence among development partners.
The State Project Coordinator, Olusoji Oyawoye, also described the achievement as a product of teamwork and strict adherence to project standards. He said the outcome positions Kwara as a reference point for other states implementing World Bank–assisted programmes, reinforcing its reputation as a leader in effective livestock development and project delivery nationwide.
