Kogi State is pushing forward with its livestock transformation agenda as officials open bids for the first phase of construction on the Livestock Service Centre (LSC) in Osara, Adavi LGA. The project, backed by the World Bank through the Kogi L-PRES initiative, is expected to serve as a modern hub that will strengthen livestock production and agribusiness across the state.

State Project Coordinator Abdulkabir Onoruoyiza Otaru described the bid opening in Lokoja as a major milestone for the sector, noting that the LSC will host facilities designed to modernise livestock operations and boost productivity for farmers and value chain actors. He also reaffirmed the government’s commitment to transparency, assuring bidders that the procurement process will strictly follow World Bank standards.
Otaru highlighted recent achievements under the L-PRES Project, including the rehabilitation of nine livestock markets and the award of a contract for a model veterinary hospital. He added that approval has already been secured for five model slaughterhouses, while feasibility studies are ongoing for a climate-smart abattoir in Lokoja and cottage poultry processing centres across the state.
According to him, these investments reflect the project’s broader goal of transforming livestock production into a competitive, job-creating and resilient agribusiness sector. He expressed appreciation to Governor Ahmed Ododo for driving the vision and to the national L-PRES coordination team and the World Bank for their continued support.
Commissioner for Livestock Development, Dr. Olufemi Bolarin, represented by Elder Peter Ali, described the LSC as a crucial resource that will provide essential services to farmers and promote sustainable practices. He said the centre will play a key role in raising productivity and strengthening Kogi’s livestock economy.
Permanent Secretary of the Ministry, Dr. Abdulsalam Hadi, added that the LSC would open new opportunities for farmers, processors and allied businesses, bolstering economic growth and food security. Director of Procurement at the State Bureau of Public Procurement, Siyaka Amoka, expressed confidence that qualified firms will deliver the project to the highest standards within the required timeframe.
