Stray livestock roaming onto public roads will soon become a thing of the past in Melaka, thanks to a bold new initiative set to launch in 2026. The state government is gearing up to introduce QR code tags for cattle and buffaloes to better track ownership and reduce the number of road accidents involving free-roaming animals.

According to State Rural Development, Agriculture and Food Security Committee chairman Datuk Dr Muhamad Akmal Saleh, the plan starts with manual ear tagging of livestock this August. This initial step will prepare the groundwork for a full digital rollout the following year.
“The goal is accountability,” Dr Akmal emphasized during a session at the Melaka State Legislative Assembly. “Once this system is operational, authorities will be empowered to take enforcement action against owners whose animals cause accidents, injuries, or even fatalities.”
The QR code tags will be part of Melaka’s broader Digital Village Initiative, which aims to build a centralized livestock database. Farmers will undergo training and must register their animals with the Department of Veterinary Services (JPV) prior to implementation.
Each tag will come with a unique serial number to prevent counterfeiting—an important safeguard raised by Datuk Seri Sulaiman Md Ali (BN–Lendu) during the session.
Ownership updates will also be streamlined. “If the animal is sold, the owner must notify JPV so a new QR code can be issued,” Dr Akmal added, ensuring the database remains accurate and up to date.
With this modern approach, Melaka is positioning itself at the forefront of digital agriculture and public safety, proving that technology and tradition can work hand in hand.
